GSA FAS Newly Appointed Commissioner

General Services Administration (GSA), Federal Acquisition Service (FAS) has a newly appointed Commissioner.  As the Technology Transformation Service (TTS) has become part of FAS Alan Thomas has been appointed as the current Commissioner of FAS replacing Tom Sharpe.  Tom Sharpe and Deputy Commissioner, Kevin Youel Page both resigned on June 24 of this year. Mr. Thomas was sworn in on June 26, 2017.  He led a technology company in establishing access to the federal market through IT schedule 70, he is a former program analyst in the Office of the Under Secretary of Defense for Acquisition, Technology, and Logistics at the U.S. Department of Defense.  He is also a former Department of the Army management analyst. By reading what GSA's Acting Administrator, Tim Horne says it sounds like GSA is trying to get back to a customer based approach.  Here is what he had to say: "Alan's background in both industry and government gives him a unique and valuable perspective on GSA".  He went on to say, "Alan's addition to our leadership team demonstrates our commitment to remaining an organization that attracts the best talent in service to the nation.  I am excited to work with him as he implements his vision for continuing our work to modernize and streamline government". OMB Extends Small Business Accelerated Payment Policy

Effective January 11, 2017 the Office of Management and Budget (OMB) has extended the policy to provide accelerated payment to Small Business and Small Business Subcontractors.  In a memorandum sent from Shaun Donovan the policy has been extended until December 31, 2017. This policy was implemented in 2011 under Memorandum M-11-32 was issued instructing federal agencies to accelerate payments to small business prime contractors within a 15 day timeframe after receipt of proper invoicing.  For more information or to  view the memorandum click here . Possible New SIN For IT Schedule 70

The General Services Administration (GSA) and the Department of Homeland Security (DHS) have partnered to provide federal agencies with a Continuous Diagnostics and Mitigation Program (CDM) in order to safeguard, secure, and strengthen cyberspace and security of federal agency networks.  With this partnership a possible new Special Item Number (SIN) could be issued under GSA's schedule 70. As described in the sources sought, "The CDM Program is a federal funded program designed to provide a new approach to protecting the cyber infrastructure of the civilian .gov network environment.  The CDM Program moves away from historical compliance reporting toward combating threats to our nations networks on a real-time basis, where tools are gathering system attributes to determine the current state of the network. Phase 1: "What is on the network?" Phase 2: "Who is on the network?" Bound:    "How is the network protected?" Phase 3:  "What is happening on the network?"
