The General Services Administration (GSA) Federal Acquisition Service (FAS) is set to release Refresh #25 of the Multiple Award Schedule (MAS) Solicitation 47QSMD20R0001 in March 2025. This update will introduce significant policy and procedural changes that impact both the overall MAS program and specific Large Categories, Subcategories, and Special Item Numbers (SINs).
Overall MAS Solicitation Changes
Several new advisories will be added to the “General Information” section of each Large Category solicitation attachment. First, GSA will implement directives from Executive Order (E.O.) 14168, “Defending Women From Gender Ideology Extremism and Restoring Biological Truth to the Federal Government” dated January 20, 2025. This E.O. mandates that agencies must end federal funding for “gender ideology” and prohibits the promotion of such ideology in federal procurement. As a result, any products, services, or solutions promoting gender ideology will be excluded from the MAS program.
Additionally, Executive Order 14148, “Initial Rescissions of Harmful Executive Orders and Actions,” also dated January 20, 2025, revokes prior sustainability-focused policies such as E.O. 14057, which previously emphasized clean energy initiatives in federal acquisitions. GSA will therefore remove all references to non-statutory sustainability programs, requirements, and preferences from MAS SIN instructions and descriptions.
In line with Executive Order 14208, “Ending Procurement and Forced Use of Paper Straws” (February 10, 2025), federal agencies are instructed to eliminate the procurement and use of paper straws within government facilities. Consequently, products and services involving paper straws will be excluded from the MAS scope.
These advisories will also be published in the GSA Multiple Award Schedules Desk Reference on gsa.gov and buy.gsa.gov, providing further guidance to contractors.

In line with Class Deviation CD-2025-04, clauses related to the now-revoked Executive Order 11246 on Equal Employment Opportunity will be removed.

Per Class Deviation CD-2025-05, GSA will update solicitation language to reflect the revocations of E.O. 14057 (sustainability requirements) and E.O. 14208 (paper straw procurement bans).
