What FAR Overhaul Means For Federal Contractors

The current administration has initiated a major effort to overhaul the Federal Acquisition Regulation (FAR) proposing to create a faster, more efficient, and less burdensome federal procurement process. To support this initiative, the General Services Administration (GSA) launched a new website dedicated to the FAR Overhaul.

This new website will provide stakeholders across government and industry with a streamlined version of the FAR, buying guides starting with software-as-a-service (SaaS) procurement guidance, and channels to offer feedback on acquisition policies. The goal is to make the federal acquisition system more user-friendly, modern, and better aligned with private-sector practices.

The overhaul was directed by an executive order issued in April, which tasked the Office of Federal Procurement Policy (OFPP) within the Office of Management and Budget (OMB) to lead the modernization effort. Working with the GSA, the Department of Defense (DOD), and National Aeronautics and Space Administration (NASA) the FAR Council must, within 180 days of the order, amend the FAR to retain only those provisions required by statute or necessary to ensure simplicity, strengthen procurement effectiveness, and protect national or economic security interests.

GSA Acting Administrator, Stephen Eiken emphasized that this initiative represents a permanent shift in how the government engages with the private sector to drive innovation and competition. He stated that the effort is designed to eliminate outdated bureaucratic barriers and to prioritize value for American taxpayers.

In line with the administration’s broader goals of transparency and deregulation, the website will allow users to see how the FAR is being revised to reduce bureaucracy, accelerate procurement timelines, cut costs, and enhance competition. Senior advisor at OMB, Kevin Rhodes highlighted that the initiative will offer visibility into the process, demonstrating how government acquisition is being streamlined.

GSA further noted that the resources available on the website are being developed with feedback from the federal acquisition workforce. These resources will include interactive tools to provide real-time guidance and insights, making acquisition procedures more accessible and practical. The administration stresses that stakeholder feedback will not only inform the resources available but will also directly influence formal rule changes, ensuring that updates to the FAR work effectively in practice, not just theoretically.
