FAR Overhaul: FAR Changes Explained

The U.S. General Services Administration (GSA), in partnership with the Office of Federal Procurement Policy (OFPP), hosted a webinar to brief more than stakeholders on the proposed changes to the Federal Acquisition Regulation (FAR). The effort is said to be focusing on aims to streamline federal contracting, consolidate acquisition channels, eliminate redundant regulations.

GSA officials emphasized that the objective is to simplify acquisition rules, reduce administrative overhead, and enable federal agencies to meet their missions with greater speed and cost-efficiency.

“We are returning GSA to its foundational mission—consolidating federal operations, optimizing technology, and delivering procurement solutions that empower agencies to focus on their core work,” stated GSA Acting Administrator Stephen Ehikian. “Our aim is to build the most efficient, modern, and tech-driven government in the world. This starts with eliminating outdated rules, promoting commercial practices, and reducing barriers to entry for industry.” 

It was further mentioned:

“The deregulation we’re pursuing is just common sense—it benefits taxpayers, the government, and our industry partners,” said Josh Gruenbaum, Commissioner of the Federal Acquisition Service. “This push for simplicity is a key part of our OneGov strategy, which allows government to operate as one unified buyer, maximizing our purchasing power to get the best possible value.”

Executive Order 14275, titled Restoring Common Sense to Federal Procurement, directs GSA and OFPP to eliminate non-statutory burdens in the FAR, while safeguarding principles such as fair competition and accountability. The reform is said to center on four strategic priorities: aligning procurement with agency missions, accelerating acquisition timelines, encouraging the use of commercial solutions, and recognizing proven contractor performance.

A cornerstone of this transformation is GSA’s designation by the Office of Management and Budget (OMB) as the executive agent for all Governmentwide Acquisition Contracts (GWACs). This designation enables GSA to serve as the central buyer for shared agency needs, reducing duplication and promoting a unified acquisition strategy across the federal landscape.

To support the rollout of the revised FAR, GSA and OFPP are introducing targeted deviations to FAR Parts 1, 10, and 34. These updates are designed to enable more flexible and adaptive acquisition practices.

To aid contracting professionals in navigating the new framework, GSA will release a suite of resources on Acquisition.gov, including:

  • Practitioner Albums: Curated learning modules that explain each FAR deviation in practical terms.

  • FAR Companion Guide (coming soon): A supplemental resource designed to help operationalize the revised regulations.

  • Category Buying Guide (forthcoming): A strategic guide aligning agency purchasing with category management principles.

Enhancements to the Acquisition.gov platform are also underway to improve accessibility and usability for the contracting community.
