FCP Update Yu Cannot Ignore

GSA Signals Shift In Reseller Pricing

The General Services Administration Federal Acquisition Service has launched a new Request for Information focused on reseller pricing. This initiative centers on SIN 33411 and how resellers build pricing from original equipment manufacturer costs. GSA wants deeper insight into the reseller marketplace and clearer justification when markups rise above certain levels.

This RFI signals a shift in how the government evaluates value. GSA is not only looking at the product they are examining the services, support, risk, and operational impact that resellers bring to federal buyers. The goal is to understand what drives pricing, how commercial practices work in the real market, and what controls may be needed to confirm that pricing remains fair and reasonable.

Through this market research effort, GSA aims to strengthen how Contracting Officers assess reseller proposals. They want better tools, clearer data, and a stronger basis for evaluating markups tied to OEM pricing. This includes exploring whether additional documentation or pricing controls are appropriate when markups exceed a defined threshold.

GSA also wants to make it easier for industry to explain its value. Many resellers provide integration, compliance support, logistics, cybersecurity alignment, warranty management, financing flexibility, and post award services that go far beyond pass through sales. This RFI is designed to surface those realities and connect them directly to pricing decisions.

For contractors under SIN 33411, this is not background noise this is an opportunity to shape how your business model is understood by the government. The responses to this RFI will influence future pricing reviews, negotiation expectations, and potential policy updates tied to reseller markups.

Responses to the Market Research As a Service RFI are due by February 9, 2026. Contractors interested in SIN 33411 should review the RFI carefully and consider submitting input that clearly explains their value, cost drivers, and commercial practices.
