GSA Addresses Microchip Price Adjustment Challenges

The General Services Administration (GSA) Multiple Award Schedule (MAS) program recently issued updated guidance.

GSA acknowledges that contractors continue to face pricing pressure and supply disruptions driven by volatility in Dynamic Random-Access Memory (DRAM) and broader microchip markets. These conditions have resulted in increased costs and constrained availability across the supply chain. In response, GSA has implemented measures to ensure Economic Price Adjustment (EPA) requests associated with these market conditions are reviewed in a consistent and timely manner while maintaining contractors’ ability to fulfill federal agency requirements.

GSA has provided updated instructions to MAS contractors outlining how to properly submit EPA requests tied to these circumstances. Contractors should reference the MAS modification guidance, specifically addressing “Economic Price Adjustment (EPA) requests based on unforeseeable significant changes in market conditions.” To support this process, GSA has also aligned its acquisition workforce by equipping Contracting Officers and Contracting Specialists with standardized tools and evaluation guidance. This ensures a uniform approach to reviewing and processing EPA requests.

Contractors submitting EPA requests related to DRAM or microchip market volatility must clearly identify this as the basis for the request. Submissions should include adequate supporting documentation such as current market data, evidence of pricing changes compared to awarded contract rates, and details outlining supply chain impacts affecting cost or availability.

Well-documented and complete submissions will streamline the review process and reduce the likelihood of follow-up requests from the contracting team.

GSA encourages contractors to proactively coordinate with their assigned Contracting Officer or Contracting Specialist.
