The General Services Administration Federal Acquisition Service is preparing to release Multiple Award Schedule Solicitation 47QSMD20R0001 Refresh 32 in June 2026. This upcoming refresh introduces significant policy, compliance, and operational updates that will impact both current MAS contract holders and companies pursuing new schedule awards.
Contractors should begin preparing now. Once Refresh 32 mass modification is issued, contractors will have only 30 days to review and accept the modification. Refresh 32 continues the government’s push toward stronger regulatory oversight, acquisition modernization, and expanded compliance expectations across the MAS program. It also introduces updates tied to Executive Orders, Federal Acquisition Circulars, SIN revisions, and catalog management requirements.
Executive Order 14398 Will Impact MAS Contractors
One of the most significant changes in Refresh 32 is the implementation of Executive Order 14398 and incorporation of FAR 52.222-90. Under this update, federal agencies are directed not to conduct business with contractors that engage in racially discriminatory diversity, equity, and inclusion practices. Oversight responsibility for the drones program has moved from the Department of Defense Defense Innovation Unit to the Defense Contract Management Agency Special Programs Unmanned Systems-Experimental office. As a result, contractors operating within these industries should expect updated compliance instructions and revised program references within MAS Large Category attachments.
Joint Venture Requirements Are Changing
Joint Venture offer requirements are being updated to align with recent changes to 13 CFR 125.9. These revisions may affect:
- SBA-approved Joint Ventures
- Mentor-Protégé Joint Ventures
- Proposal documentation requirements
- Ownership and control representations

Industrial Products and Services
SIN 532310 Rental and Leasing of Hardware Store Products will receive updated SIN descriptions and revised instructions under the Fuel Management Subcategory.
Information Technology Large Category
One of the most notable additions is the creation of new SIN 518210GM for the Grants Quality Service Management Office Marketplace. This new SIN is a joint effort between GSA and the Department of Health and Human Services in support of Executive Order 14332, Improving Oversight of Federal Grantmaking.
The new SIN is designed to support:
- SaaS award management systems
- Grants marketplace modernization
- Streamlined federal grant acquisition solutions
This presents a potential opportunity for SaaS providers, grants management platform vendors, and cloud solution providers seeking federal market access.
