Here’s What’s Next For Missed OASIS+ Deadline

If you’re holding an OASIS+ contract or an outstanding offer, this is not a notice to skim and set aside. GSA’s Office of Acquisition Solutions Development just reissued a reminder about Amendment 0009 and Mass Mod PSA916, and the deadlines attached to it are either today, tomorrow, or already behind you. Here’s what’s actually happening, and what you need to do about it.

GSA is bilaterally modifying every OASIS+ master contract to insert and update several FAR clauses. The headline items:

• FAR 52.222-90, Addressing DEI Discrimination by Federal Contractors, is being added
• FAR 52.244-6, Subcontracts for Commercial Products and Commercial Services, is being updated
• FAR 52.208-90, Government Supply Sources, is a new clause, paired with a new contract section, H.24, Use of Government Sources

Beyond the clause updates, the modification carries some administrative housekeeping and clarifying language. Unrestricted contract holders will also see eight new CLINs added under the Enterprise Solutions Domain. None of this stays contained to existing contracts, either. Once the master contract modifications are final, GSA will roll the same changes into future solicitations through an amendment.

Three separate clocks are running here, and each one has a different consequence if you miss it.

Amendment 0009 acknowledgement was due July 15, and it’s past due for some vendors. If you have a pending proposal or offer and haven’t acted yet, this affects you directly:

• You must upload a signed SF 30 into Symphony for your evaluation to continue
• If you’re an existing contractor with an outstanding Lateral Springboarding request, submit your signed SF 30 through FedConnect instead
• Miss this step, and your offer can be deemed ineligible for further consideration, which means an unsuccessful offer notification. If that happens and you still want an OASIS+ contract, you’re starting over with a brand new offer

Attachment J.P-9 has been corrected. GSA acknowledged that editing permissions on the original attachment were set up wrong, which caused submission errors in Symphony. The fixed version is now posted on SAM.gov under each affected solicitation.

Mass Mod PSA916 signature is due July 24. This one comes with its own set of consequences:

• Contractors who don’t comply by the deadline get placed in Dormancy
• If you have a pending proposal, an Add Domain Modification, or a Lateral Springboarding request in progress, you must sign the modification via DocuSign for your evaluation to move forward

Every action item above traces back to one thing: a signature or acknowledgement GSA needs from you, on a deadline that has already started slipping for some vendors. If you’re not sure where your offer or contract stands, don’t wait for another reminder. Check Symphony, check FedConnect, check your DocuSign inbox, and confirm you’ve submitted what’s required.
