GSA’s September 24 update adds three new subgroups under SIN 517312 Wireless Mobility Solutions. This SIN covers wireless carrier services, device and app management, mobile security, and telecom expense management, and the new subgroups give GSA more ways to sort contractors by what they actually deliver. Once Refresh 33 is released in October, new offerors and current MAS contractors can request placement in any of the new subgroups. Each request goes through GSA technical review before it’s approved.
When the Refresh 33 mass modification is issued in October, you’ll have 90 days to accept it. The new terms apply to every task and delivery order issued after the effective date, including BPA calls under existing BPAs. Orders placed before that date stay under the terms in place when they were awarded.
What’s Changing Across the Whole Solicitation
GSA is adding a new provision and clause that formalize its supply chain risk management (SCRM) practices. FASt Lane eligibility, GSA’s expedited review for new offers and modifications, is expanding to the entire solicitation. Class Deviation CD-2026-03 will also take effect. It removes the Trade Agreements Act exemption that used to cover Federal Prison Industries and AbilityOne participating nonprofits. Each Large Category attachment will also include a new product substitution requirement, and the Service Contract Labor Standards wage determinations are being updated.
