The General Services Administration (GSA) continues to modernize the Multiple Award Schedule (MAS) program through changes designed to reduce administrative burden and streamline contract management. One of the latest updates affects how vendors manage pricing data within the FAS Catalog Platform (FCP).
Effective May 19, 2026, the “discount offered to GSA off commercial price” field in the Services Plus File is now optional. This change follows the implementation of MAS Refresh 31 on April 2, 2026, which made Transactional Data Reporting (TDR) mandatory across all MAS Special Item Numbers (SINs).
What This Means for MAS Vendors
Under the updated guidance, vendors are no longer required to populate the “discount offered to GSA off commercial price” field in the Services Plus File. While the field remains in the template, completion is now optional. GSA states that this update provides greater flexibility and reduces the amount of pricing information vendors must manually maintain and update. For many contractors, this means simpler file preparation and fewer opportunities for pricing errors during catalog uploads. Vendors now have two options:
Leave the field blank, or
Continue using the field to support pricing calculations, such as determining government pricing based on discounts from commercial rates.
For vendors choosing to continue using the field, FCP will still validate the entry. The value must be numeric, fall between -1 and 1, and follow proper formatting requirements without special characters.
What Happens if the Field is Blank?
If the field is left blank or completed incorrectly, FCP will automatically calculate the discount using the commercial price and the GSA price excluding Industrial Funding Fee (IFF). That calculated value will then be provided to the Contract Specialist (CS) or Contracting Officer (CO) during the review process. Vendors can view the calculated information through:
- The file located within the CS/CO Review ribbon in FCP
- The validated file returned from FCP to eMod
This automated calculation helps reduce vendor errors while maintaining pricing consistency during proposal and modification reviews.
Important Exception for Highly Configurable Products
Not all vendors can leave the field blank. Contractors using the product catalog item type to offer highly configurable products through “discount only” pricing must still populate the discount_offered_to_gsa_off_commercial_price field. Because other pricing fields remain blank in these situations, the discount field remains necessary for pricing evaluation.
Product File Guidance
Unlike the Services Plus File, the Product File does not include a built-in “discount off commercial” field in its blank template. Instead, FCP calculates discount information during the Compliance and Pricing Report process. Vendors who prefer using discount-based calculations within the Product File may add their own internal column. FCP will automatically remove any extra columns during upload.
This update reflects GSA’s continued effort to align MAS requirements with the mandatory TDR environment while simplifying catalog maintenance for contractors. Vendors should review their current FCP practices and determine whether maintaining the discount field continues to support their pricing strategy or whether leaving it blank offers a more efficient approach.
