The Office of Management and Budget (OMB) has pre-designated the General Services Administration (GSA) to establish a Governmentwide Acquisition Shared Services and Solutions Quality Service Management Office known as the Acquisition QSMO. The goal is straightforward: bring greater coordination, transparency, and efficiency to federal procurement systems and the people and processes behind them.
This initiative goes well beyond modernizing software or systems. It encompasses shared service providers, workforce practices, and the end-to-end buying process itself. The QSMO will define and promote standard business practices across federal procurement, serving as the central hub for sharing expertise including how emerging technology can strengthen and streamline acquisition. Given how rapidly the procurement landscape continues to evolve, the QSMO is designed to be adaptable and interactive, not static.
Quality Service Management Offices, as defined in OMB Memorandum M-19-16, establish and manage governmentwide marketplaces for common mission support capabilities. They set business standards, evaluate and vet providers, monitor performance, and help agencies adopt approved shared solutions that improve efficiency, transparency, and interoperability.
The new Acquisition QSMO at GSA will put these principles into action by working with OMB and federal agencies to build a marketplace-based operating model that reduces duplicative technology and business service investments. It will define common data and business standards for acquisition systems, consolidate demand toward vetted and standards-based solutions, monitor provider performance, and ensure all marketplace offerings stay aligned with federal acquisition policy and governance.
In the near term, GSA states that they are focused on defining the QSMO marketplace operating model, establishing evaluation criteria, identifying service providers, and beginning conversations with agencies about transition pathways. GSA is targeting a formal QSMO designation later this year.
Once designated, the Acquisition QSMO will collaborate closely with OMB, interagency governance bodies, and peer QSMOs to facilitate agency participation, ensure transparency, and drive cross-functional alignment across the federal acquisition enterprise.
