GSA MAS 33 Refresh Explained Simply

If you’re holding a Multiple Award Schedule contract, mark your calendar. GSA’s Federal Acquisition Service is planning to issue Refresh #33 to the MAS Solicitation (47QSMD20R0001) in September 2026. I read through it so you don’t have to dig through the GovCon jargon yourself. Here’s the breakdown, big sister style.

First, the part that actually affects your business. Once GSA issues the mass modification, you’ll have 90 days to accept it. And here’s the detail a lot of contractors miss: these changes apply to every new task and delivery order issued after the modification’s effective date, including orders under your existing BPAs. If you already have an order in place before that date, you’re still governed by the old terms, but anything new falls under Refresh 33.

A few updates apply across the entire MAS solicitation, no matter your category:

GSA is updating SCP-FSS-001, the Instructions Applicable to All Offerors. The two big pieces here are a new provision and clause that formalizes GSA’s supply chain risk management practices (SCRM), which is really about creating more consistency and transparency around how they evaluate supply chain risk. They’re also expanding FASt Lane eligibility to the entire solicitation, which is good news if you’ve been waiting for a faster proposal review path.

Every Large Category attachment is getting a new requirement in the “General Information” section about product substitutions. And GSA is rolling in the most current wage determinations for Service Contract Labor Standards, so if SCLS applies to your contract, expect updated labor rates.

This is where it gets more targeted. Here’s what’s shifting by category:

Facilities (Category B), Structures (B06). SIN 238160, Roofing Products and Services Solutions, is getting updated descriptions. SIN 532490P, Lease/Rental of Pre-Engineered/Prefabricated Buildings and Structures, is picking up a new subgroup and a modification to an existing one.

Miscellaneous (Category G), Complementary Subcategory (G06). The 4PL SIN description is getting a new note added to its General Requirements section. SIN 238910, Installation and Site Preparation Services, is getting a new SIN note added to its instructions.

Travel (Category L). Two subcategories are affected: Under Employee Relocation (L01), SIN 531’s Statement of Work guidelines are being revised. Under Travel Agent and Misc Services (L03), SIN 561510’s Statement of Work and Price Proposal Template are both getting updates.

Don’t wait for September to start paying attention. If your contract falls under any of these SINs, start reading the draft language as it comes out and think through how it changes your current offerings, your pricing, and your SOW language. The 90-day clock moves fast once that modification hits your contract.
