GSA MAS Refresh 27 Key Changes

The General Services Administration (GSA) Federal Acquisition Service (FAS) is planning to issue GSA Multiple Award Schedule (MAS) Solicitation 47QSMD20R0001 – Refresh # 27 in June 2025. The agency states that the MAS Mod portal will not be available the weekend of June 28th due to maintenance. The following changes apply:

Contractors are expected to accept the refresh within 90 days.

A: Changes to Overall MAS Solicitation:

  1. Apply the following changes to the “General Information” section of each Large Category solicitation attachment-

    • Add new section for Revoked Executive Orders

    • Add new section for Executive Order on Ending Radical and Wasteful Government DEI Programs 

    • Revise ‘General Out of Scope Items’ statement 

  2. Implement revisions to SCP-FSS-001 Instructions Applicable to All Offerors

  3. Retire 10 Special Item Number (SINs) from the Solicitation as detailed in the Significant Changes Attachment

  4. Transactional Data Reporting (TDR) Pilot Expansion

    • Expand TDR eligibility to 62 additional SINs

    • Make TDR mandatory for all or all Product SINs and the Cloud SIN (518210C)

      • See attached draft Significant Changes for details by Large Category/Subcategory

  5. Incorporate updated Service Contract Labor Standards (SCLS) Wage Determinations

  6. Limit requirement for resellers to provide a Letter of Supply to items proposed under Information Technology (Category F) and Printing and Photographic Equipment (Subcategory A10 in Category A)

  7. Clarify that stand-alone items must be proposed as either a base item or an accessory, they cannot be proposed as an option 

  8. Apply minor updates to Price Proposal Template (PPT) for Products

  9. Incorporate clause and provision updates, as necessary, through Federal Acquisition Circular (FAC) 2025-04 and GSAR Change 199, excluding GSAR Change 187

  • Facilities Supplies Subcategory (B04): Revisions to SIN 322291 Restroom Products

Furniture and Furnishings (C):

    • Packaged Furniture Subcategory (C07): Revisions to SIN 33721P Packaged Office Furniture

    • Fitness Solutions Subcategory (C09): Revisions to SIN 339920S Sporting Goods, Fitness Equipment, and Supplies 

Miscellaneous (G)

    • Flags Subcategory (G02): Revisions to SIN 339999F Flags, Banners, Pennants, and Related Products

    • Apparel Subcategory (G05): Revisions to SIN 3152 Clothing and SIN 339113PA Protective Apparel

    • Complementary SINs (G06): Revisions to SIN 4PL Fourth-Party Logistics (4PL) Supplies and Services

Travel (L)

    • Employee Relocation (L01): Revisions to SIN 531 Employee Relocation Solution
