The MAS Program, which generated over $51.5 billion in sales in FY 2024, is the largest commercial acquisition program in the government. It enables federal agencies to purchase commercial products and services at pre-negotiated prices while ensuring competition at the order level. The new initiative aims to improve the program’s efficiency by:

Allowing non-performing contracts to expire – Contracts that fail to meet sales thresholds set in FSS Clause I-FSS-639 will no longer be maintained.

Ensuring contractor compliance – GSA will remove non-compliant or underperforming contractors to enhance program integrity.

Streamlining processes – Efforts will be made to simplify procurement procedures and improve oversight for both agencies and contractors.

Eliminating low-demand items – Products and services with minimal government interest or excessive administrative costs will be removed.

Reducing redundancies – GSA will cut inefficiencies caused by overlapping procurement channels.

More recently the Federal Acquisition Service (FAS) plans to release Refresh #26 in April 2025. The upcoming changes aim to streamline the MAS Program by updating solicitation instructions, modifying price proposal templates, incorporating regulatory updates, and retiring 31 Special Item Numbers (SINs).
