New Opportunities Ahead: OASIS+ Phase II

On June 17, 2025, the U.S. General Services Administration (GSA) issued a Request for Information (RFI) on SAM.gov to support Phase II development of the OASIS+ (One Acquisition Solution for Integrated Services+) Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract program. OASIS+ is a Best-in-Class (BIC), multi-agency contract (MAC) vehicle designed to streamline the procurement of complex, professional service solutions across the federal government.

This new RFI builds on the successful progress of Phase I, during which awards were made across eight initial domains. Phase II focuses on expanding the program’s scope to include five additional domains: Financial Services, Human Capital, Marketing and Public Relations, Social Services, and Business Administration. GSA is actively seeking input from the professional services industry to shape the development of Phase II.

Specifically, the agency was requesting feedback on the proposed evaluation criteria and domain-specific technical capabilities. The agency expressed industry participation as essential to ensure that the new scoring methodologies and qualification standards accurately reflect current best practices and provider capabilities across the expanded service areas. GSA encouraged service providers and stakeholders within the professional services sector to review and respond to the RFI survey, which is structured to collect targeted insights on technical competencies, market trends, and performance metrics relevant to the new domains.

Information collected through this RFI directly informs the development of solicitation documents and enhances the design of the Phase II acquisition strategy. Although the RFI is now closed effective July 8, 2025, interested parties were urged to submit responses before the deadline to ensure their perspectives were incorporated into the planning process.
