Updated September 11, 2026: FAS is pushing Refresh 33 back to October. They want to make sure all the updates are fully baked in before release, which is honestly the right call. Nobody wants a rushed mod that creates more confusion than clarity. The Significant Changes document also got new detail on the Statement of Work (SOW) and Price Proposal Template (PPT) revisions for SIN 561510 Travel Agent Services, under the Travel Agent and Misc Services (L03) subcategory.
Updated August 21, 2026: FAS flagged the implementation of Class Deviation CD-2026-03. This one eliminates the Trade Agreements Act exemption that used to apply to Federal Prison Industries, Inc. and AbilityOne Participating Nonprofit Agencies. Worth a close read if that exemption has been part of your compliance strategy.
GSA’s Federal Acquisition Service is planning to issue MAS Solicitation 47QSMD20R0001, Refresh #33, sometime in September 2026. Here’s what’s coming. One thing to flag now: once the mass mod is issued, contractors have 90 days to accept it. And the changes apply to every new task and delivery order issued after the effective date, including orders under existing BPAs. Anything awarded before that date stays under the old terms, so there’s no retroactive scramble needed.
Changes to the Overall Solicitation
The SCP-FSS-001 Instructions Applicable to All Offerors are getting a refresh. That includes a new provision and clause to formalize GSA’s current supply chain risk management practices, wider FASt Lane eligibility across the whole solicitation, and the CD-2026-03 change mentioned above.
Each Large Category attachment will also pick up a new requirement in the “General Information” section around product substitutions. And GSA is rolling in the most recent wage determinations for Service Contract Labor Standards.

Facilities (B), Structures (B06): Updated descriptions for SIN 238160 Roofing Products and Services Solutions. Revisions to SIN 532490P Lease/Rental of Pre-Engineered/Prefabricated Buildings and Structures, including a new subgroup and a modification to an existing one.
Miscellaneous (G), Complementary Subcategory (G06): A new SIN note added to the “General Requirements” section of the 4PL SIN description, plus a new SIN note in the instructions for SIN 238910 Installation and Site Preparation Services.
Travel (L): Under Employee Relocation (L01), the SOW guidelines for SIN 531 Employee Relocation Solution are getting revised. Under Travel Agent and Misc Services (L03), the SOW and PPT for SIN 561510 Travel Agent Services are being updated too.
