GSA is planning to release MAS Refresh #34 in November 2026, and this one carries more weight than most. The biggest shift is the GSAR Overhaul Wave 4. GSA is removing the 20-year cap on contract duration, which moves Schedules toward what they call “evergreen contracting.” They are also deleting 41 GSAR provisions and clauses, dropping eight FAS clauses, and adding five new ones. Fewer clauses sounds simpler, but it means your contract language is changing, and you will need to accept the refresh mass mod to stay current.
There is also a brand new AI clause (GSAR 552.239-7001) aimed at protecting government data and managing risks from large language model tools. If you sell IT or use AI in your service delivery, read this one closely.
Product sellers, take note of the new optional FSS Domestic End Product Certificate (GSAR 552.238-130). You may certify, but you are not required to, and GSA will not enforce it until OMB clears the information collection.
A few category changes are worth flagging too. Domestic nitrile gloves covered by the DHS Best-in-Class PPE contract are headed for removal from MAS. SIN 561210FAC will no longer allow HVAC maintenance as a standalone offering. And the HACS Incident Response subgroup under SIN 54151HACS phases out at the end of FY2027.
If any of this touches your SINs or your pricing, now is the time to plan, not after the mod lands in your inbox. Let’s talk through what it means for your contract.
