MAS Refresh 31 Delayed Until April

The General Services Administration Federal Acquisition Service is preparing to release Refresh 31 in April 2026. This update introduces several significant changes that will affect both current contractors and new offerors. Contractors must accept the associated mass modification within 60 days of issuance to remain compliant.

A key change is the expansion and full implementation of Transactional Data Reporting. The program will extend to an additional 112 services SINs and will become mandatory across all SINs under the MAS program. GSA will also introduce new reporting data elements and revise SCP-FSS-001 instructions that apply to all offerors. These updates aim to improve pricing transparency and strengthen data-driven decision making.

The Refresh also includes updates to clauses and provisions to align with the Revolutionary FAR Overhaul and Federal Acquisition Circular 2025-06. Subcontracting templates will be revised to reflect these regulatory changes. In addition, GSA will update scope language to clarify exclusions, including foreign replica weapons and inert ordnance.

Program eligibility changes will limit the Startup Springboard Program to vendors that meet FASt Lane qualifications. Across multiple Large Categories, GSA will revise SIN descriptions, instructions, and templates to improve clarity and standardization.

A major structural change impacts Order-Level Materials. The previous flexibility for open market items will be replaced with a defined OLM SIN framework under GSAR 538.71 and 538.72. Contractors without the OLM SIN will receive a one-time opportunity to add it through a mass modification. Acceptance is strongly recommended to maintain flexibility in contract offerings.
