TDR Now Mandatory Across GSA MAS

The implementation of the Transactional Data Reporting requirement within the Multiple Award Schedule program reflects a structured, phased approach rather than an immediate transition.

As of this month, the U.S. General Services Administration has made Transactional Data Reporting mandatory for all new MAS offerors and existing contract holders through Solicitation Refresh 31. This update formally initiates full implementation of TDR across the MAS program.

This development represents a significant milestone in the evolution of MAS reporting requirements. In support of this transition, GSA has directed vendors with previously submitted non-TDR proposals, submitted prior to Refresh 31, to voluntarily withdraw their offers within a 10-day period. Proposals that are not withdrawn within this timeframe may be subject to rejection.

GSA has indicated that Solicitation Refresh 31 introduces updated templates and requirements that must be incorporated into all current offers. This action is also intended to eliminate outdated or stagnant submissions, allowing the system to process proposals aligned with the revised TDR framework more efficiently.
