The General Services Administration’s Federal Acquisition Service (FAS) has announced a major organizational restructuring designed to strengthen operational performance, improve acquisition outcomes, and increase accountability across the federal procurement landscape. The restructuring directly supports President Trump’s Executive Orders focused on Workforce Optimization and Procurement Consolidation, signaling a continued effort to modernize government operations and streamline acquisition activities.
As part of this transformation, FAS operations will now be organized into five newly established portfolios. These include the Office of Assisted Acquisition Services (Assist), the Office of Centralized Acquisition Services (Centralize), the Office of Acquisition Solutions Development (Create), the Office of Shared Services Delivery (Deliver), and the Office of Business Optimization (Optimize). Together, these offices are intended to improve coordination, strengthen acquisition support, and enhance the efficiency of federal purchasing operations.
In addition to the five portfolios, GSA has launched a new office known as “Transform.” This office will focus on accelerating automation initiatives and implementing Artificial Intelligence technologies to support acquisition modernization and operational improvement efforts across FAS.
According to GSA leadership, the restructuring represents more than a simple organizational update. The initiative is intended to strengthen the foundation of federal procurement by ensuring contracting officers receive the tools, training, resources, and executive support necessary to deliver greater value to taxpayers while improving acquisition performance governmentwide.
For federal customer agencies, GSA emphasized that daily operations and core acquisition programs will continue without interruption. Signature programs such as the Multiple Award Schedule, CityPairs, Fleet, Governmentwide Acquisition Contracts, GO.gov, and OneGov will continue operating as normal. Likewise, industry partners and contractors should not expect immediate changes to routine contract administration or procurement activities.
This reorganization reflects GSA’s effort to align its internal operations with the evolving priorities and acquisition initiatives introduced during the second Trump Administration while positioning FAS for greater modernization, efficiency, and long-term operational success.
