If you manufacture, sell, or distribute helicopters, GSA wants to hear from you.
GSA’s Federal Acquisition Service is considering a permanent Special Item Number (SIN) for fully assembled commercial helicopters on the Multiple Award Schedule. Right now, helicopters sit temporarily under a Security and Protection SIN while GSA works out a long-term plan. A dedicated SIN would make it easier for federal, state, and local agencies to buy rotorcraft for law enforcement, border security, emergency medical services, search and rescue, and firefighting.
Before writing the solicitation, GSA has released a Request for Information (RFI) asking OEMs, authorized dealers, distributors, and other interested companies to weigh in on the proposed scope, eligibility criteria, and commercial pricing, delivery, and reporting practices. Fixed-wing aircraft are not part of this and remain excluded from MAS.
RFI responses really do shape the final requirements. This is your chance to make sure the eligibility rules and pricing terms reflect how your business actually works, before they’re locked in.
Schedule holders can respond through the Market Research as a Service (MRAS) RFI or find it on SAM.gov. Responses are due Wednesday, October 14, 2026.
