FAR Overhaul Brings Big Contracting Changes

The government is in the middle of a major effort to simplify and modernize the Federal Acquisition Regulation (FAR), called the Revolutionary FAR Overhaul (RFO). This is being done under a new Executive Order and guidance from the Office of Management and Budget (OMB).

On September 4, 2025, the FAR Council released new updates:

  • Part 8 – Buying Supplies and Services
    A correction was made to FAR 8.104(a). It explains that the Office of Federal Procurement Policy (OFPP) will soon create a new type of contract called a “required use” contract.

    • Agencies will have to use these contracts.

    • This is different from Best-in-Class (BIC) contracts, which are strongly recommended but not mandatory.

  • Part 7 – Acquisition Planning
    Open for public feedback until October 20, 2025.

  • Part 24 – Privacy and Freedom of Information
    Open for public feedback until October 20, 2025.

  • Part 44 – Subcontracting Policies and Procedures
    Open for public feedback until October 20, 2025.

To help agencies and contractors adjust, the updates also include plain-language explanations, summaries, and practical tools. These are meant to make the FAR easier to read, understand, and follow. “Model deviation text” has been added to guide agencies on how to stay consistent while transitioning to the new rules.
