GSA released MAS Solicitation Refresh 30 for Solicitation 47QSMD20R0001 in November 2025. This update brings important policy revisions, template changes, and clarifications that contractors should understand before the mass modification is issued. The agency made updates to multiple clauses and provisions to match the government wide changes introduced under the Revolutionary FAR Overhaul. These updates aim to keep the MAS program consistent with broader federal acquisition reforms.
Changes to SCP FSS 001
GSA is revised the proposal instructions removing the requirement for the Professional Compensation Plan. Contractors no longer need to submit this document as part of their offer.
Edits to Clause I FSS 644
GSA is removed the requirement for contractors to prove they have an uninterrupted source of supply throughout the contract period. Additional edits improve clarity and simplify expectations for vendors.
Updates to the Pricing Terms Attachment
GSA updated the Pricing Terms attachment to include fields that explain the contractor’s method for price escalation. Contractors will now identify the Economic Price Adjustment mechanism they intend to use. This allows GSA to better understand how prices adjust throughout the contract.
Removal of OLM SIN Level Regulations
GSA removed two long standing OLM regulations which are 552.238.115 Special Ordering Procedures for Order Level Materials, and SCP FSS 007 Special Proposal Instructions for OLM. While these regulations are being removed, the OLM subcategory limits will remain in place through Refresh 30. GSA plans to remove those limits in a future Refresh.
All Large Categories General Information
GSA revised the Drones and Unmanned Aircraft Systems section across all categories. This change reflects updated guidance from the Revolutionary FAR Overhaul. It affects the General Information section that appears throughout the solicitation.
Miscellaneous Category Complementary SINs
The OLM SIN is being updated to match the changes introduced under the FAR Overhaul. This update supports a more consistent approach to OLM usage across the schedule.
Transportation and Logistics Services
The Price Proposal Template for SIN 492210 Local Courier Delivery Services has been updated. Contractors who provide courier services should review the revised template before submitting pricing changes or modifications.
As a reminder, the mass modification for Refresh 30 must be accepted within 90 days of release. Contract administrators should monitor eMod and GSA communications to avoid delays in contract activity.
