On December 18, 2025, the General Services Administration Office of Professional Services and Human Capital Categories released a consolidated notice that affects every contractor tracking the OASIS+ program. The notice signals an upcoming amendment that will apply to all six OASIS+ contracts and formally sets the stage for the transition into Phase II of the program.
A key part of this announcement is the release of draft scorecards covering all thirteen OASIS+ Domains. These scorecards outline how proposals are expected to be evaluated once Phase II solicitations open on a continuously available basis. While the solicitations are not yet live, this early release gives vendors critical insight into how GSA plans to assess experience, qualifications, and alignment with each Domain’s scope.
For companies considering participation in Phase II, GSA has also made a final modification document available on the OASIS+ program website gsa.gov/oasis-plus under the Resources section. This document offers an early look at finalized NAICS codes and scope requirements across all thirteen Domains. Reviewing this material now allows prospective offerors to confirm eligibility, validate Domain alignment, and identify any gaps that may need to be addressed before submission.
To support transparency, GSA has published a draft version of Attachment J.P-1, titled the OASIS+ Domain Qualifications Matrix and Scorecards under Amendment 0008. This draft is intended to help offerors become familiar with proposal expectations and begin organizing documentation. However, the version currently posted on SAM.gov is strictly a draft and may change. GSA has made it clear that the official and controlling version of all attachments will be released with the formal amendment expected in January 2026. Vendors remain responsible for ensuring that only the final attachments are used when preparing and submitting proposals.
The draft scorecards apply across all thirteen Domains and span all six solicitations, including Total Small Business, SBA certified 8(a), HUBZone, SDVOSB, WOSB, and Unrestricted. For contractors preparing for OASIS+ Phase II, this pre amendment release is an opportunity to get ahead. Early review, internal planning, and documentation alignment now will reduce risk and improve readiness once the final amendment is issued.
