The federal government continues to reshape the acquisition landscape. On October 9, 2025, the Federal Acquisition Regulatory Council released new model deviation text as part of the Revolutionary FAR Overhaul Initiative. This effort supports Executive Order 14275 and OMB Memorandum M-25-26. The goal is to create clearer rules, reduce confusion, and strengthen agency alignment.
Several major parts of the FAR received updates. Part 22 focuses on how labor laws apply to government acquisition. Part 23 advances sustainable purchasing, material safety, and pollution prevention. Part 32 improves guidance for contract financing, which affects timely payments and cash flow. Part 52 now offers full HTML viewing to help readers understand clauses with ease. Part 53 includes updated forms and supporting tools.
Each update includes a Practitioner Album to support training and adoption. These albums give helpful insights and examples that guide the acquisition workforce. They also provide practical support so agencies can transition smoothly.
The FAR Overhaul Initiative continues to remove content which is considered outdated and confusing language. It is said to promote plain language to help readers understand requirements without legal complexity. It also supports consistent implementation across agencies. Model deviation text gives agencies a standard approach while the transition progresses.
