Past Performance Requirements For New Offerors

Previously, offerors were required to submit Past Performance Evaluations (PPE) processed by Dun & Bradstreet (D&B) along with their proposal submissions to GSA.  Effective December 6, 2019 Dun & Bradstreet stopped accepting new applications for PPE’s.

As an alternative GSA is requiring new offerors to demonstrate a pattern of performance by using one of two methods which are:

Offerors With Previous Federal Past Performance

Offeror must verify in eOffer they have three (3) or more reports in the Contractor Performance Assessment Reporting System (CPARS) that meet the solicitation criteria in SCP-FSS-001 (j)(2)(ii)(A), or

Offerors Without Previous Federal Past Performance

Offeror must submit a past performance narrative and list of customer references as outlined in SCP-FSS-001 (j)(2)(ii)(C).  GSA will contact each reference and request they complete a past performance questionnaire.

Other reports offered through D&B will not be accepted by GSA.  GSA will accept PPE’s that were processed prior to December 6, 2019, and that is not older than twelve months.
