Key Changes Coming To Mass Solicitation

The General Services Administration (GSA) has announced several important changes to the Multiple Award Schedule (MAS) Solicitation that will impact contractors across product, service, and training categories. These updates are designed to align with the upcoming transition to the Federal Acquisition Service (FAS) Catalog Platform (FCP), streamline processes, and modernize requirements. Businesses should prepare now to ensure smooth compliance during this transition.

Changes to the Overall MAS Solicitation

As part of the FCP transition, the Price Proposal Template (PPT) for Products will be replaced with the FCP Product File, while the PPT for Services & Training will remain in use. However, the PPT for SIN 541930 (Translation and Interpretation Services) and SIN 611630 (Linguistic Training and Education) will be replaced by the FCP Services Plus File. 

Additionally, a note will be added to GSAR clause 552.238-103 Electronic Commerce (May 2019), emphasizing that contractors must strictly follow GSA’s catalog requirements. Detailed instructions and guidance will be made available to support contractors in this process.

A major change includes the creation of a consolidated clause, GSAR 552.238-120, which will replace the legacy Economic Price Adjustment (EPA) clauses 552.216-70 and I-FSS-969. This streamlining effort reduces duplication and brings consistency to pricing adjustment procedures.

GSA is also completing the transition of 19 retired Small Business Set Aside (SBSA) SINs, fully removing them from the MAS Solicitation and related documents. Updates have also been made to SCP-FSS-001 Instructions Applicable To All Offerors, as well as clause and provision revisions introduced under GSAR Change 187.

Beyond broad solicitation updates, contractors will also see category- and SIN-specific revisions:

  • Furniture and Furnishings (C): Updates to SIN 33712 for Complete Daycare, Preschool, and Classroom Solutions.

  • Information Technology (F): Revisions to SIN 518210C covering Cloud Computing and Cloud Related IT Professional Services, and SIN 54151HACS for Highly Adaptive Cybersecurity Services (HACS).

  • Miscellaneous (G): Elimination of the Awards (G01) and Personal Hair Care Items (G04) subcategories.

  • Scientific Management and Solutions (I): Updates to SIN 334515 for Diagnostic, Measuring, and Testing Equipment.

  • Security and Protection (J): Revisions to SIN 334220 (Surveillance Systems, Wearable Body Cameras, and Vehicular Video) and SIN 336413 (Aircraft Armoring and Helicopter Equipment).

What Contractors Should Do

Contractors are encouraged to carefully review these changes, particularly those tied to the FCP transition and new consolidated clauses. Staying proactive will ensure continued compliance and help businesses maintain eligibility for government opportunities under the updated MAS framework.
