FCP Update Yu Cannot Ignore

New Contractors Transition To FCP Catalog

Effective September 29, 2025, new GSA Schedule contractors should no longer use the Schedule Input Program (SIP) or EDI-832 to create their product or service catalogs on GSA Advantage. Instead, all new contracts will use the FAS Catalog Platform (FCP) once the contractor receives a “Welcome to FCP” email from GSA. This change is designed to make catalog setup smoother and eliminate duplicate work.

To get started, contractors must first ensure that their catalog information is prepared using the correct template. As of August 28, 2025, under MAS Refresh 29, all vendors are required to use one of the new FCP templates. These include the FCP Product File, the FCP Services Plus File, or a SIN-Specific Price Proposal Template, which applies only to a small number of special item numbers. Vendors who previously submitted offers using the older Products PPT or Services and Training PPT should convert their data into the appropriate FCP format. The templates can be found on the MAS Required Templates page on GSA’s website.

After preparing the correct file, contractors should wait for their “Welcome to FCP” email before taking any further action. Catalog data should not be uploaded into SIP or EDI-832. GSA will grant FCP access in phases. Contractors with awards made between August 28 and October 7, 2025, will receive access on October 14, 2025. Those awarded between October 7 and November 5, 2025, will gain access on November 11, 2025. Awards made after November 5 will follow soon after, with GSA expected to announce the exact dates. Once eligible, contractors will receive an official email with instructions for uploading their catalog data.

Contracts awarded before August 28, 2025, can continue using SIP or EDI-832 for now. These vendors will be moved to the new FCP system later through a bulk onboarding process. GSA will provide a 28-day advance notice before this transition takes place.

Finally, contractors must register their contract with the Vendor Support Center, also known as the VSC. This step is required before using FCP and ensures the contract appears on eBuy. Registration can be completed as soon as the contract is awarded.

In the meantime, vendors should carefully review their Product File or Services Plus File to make sure all data meets FCP’s validation requirements. Preparing accurate data now will reduce errors and save time once the FCP system is available.
